Photoshop File Text Merge with CSV

I'm looking for a professional who can merge text from a .csv file into my Photoshop file. The task involves integrating the 'Title' from the CSV into the Photoshop file, and inserting a serial number which also comes from the CSV. The serial number needs to be visible in the final output.
The final product should be a fully layered PSD file, ready for further editing if necessary.
