Photo Restoration for Framing

I have a cherished old photo of my late grandfather that was laminated. The lamination has left some wrinkles that I would like to have edited out. The photo is currently in good condition but needs minor edits to improve its quality. I have a physical print of the picture, but the lamination wrinkles are in the way.
The edited photo is intended as a gift for someone, so it needs to be restored to a high standard. Ideally, I would like to find a freelancer with experience in photo editing and restoration, particularly with laminated photos. A keen eye for detail and a commitment to delivering high-quality work will be essential for this project.
