Photo Restoration & Reproduction

I need a skilled graphic designer or photo restoration expert to help me restore and reproduce a damaged photograph. The photo has visible scratches and tears that need to be professionally removed. The final version will be used for both digital display and print reproduction, so quality is key. The print version will be approximately 11x14 inches.
