Photo Editing - Darken Shading on Bar

I'm looking for a skilled photo editor to help me modify an image. The task is to apply a darker shading effect to a specific bar in the photo to make it look all of the same colour, similar to the the two panels on the left. At the moment there are lighter shades on the top part of the three right side panels.

Ideal skills and experience for the job include:
