Old Photograph Resampling & Optimization

I have a black and white photo that needs to be resampled and optimized for print. The photo has a few quality issues that need to be addressed, including sharpness, brightness and contrast, removal of scratches and blemishes, and overall resolution.
- Photo quality enhancement: The photo needs to be improved in terms of sharpness, brightness and contrast, and removal of scratches and blemishes.
- Print-ready: The final product needs to be suitable for printing.
The ideal freelancer for this project should have experience in photo editing and restoration, with a keen eye for detail. Please note, I only want the quality improved, NOT colorized.
