Hair Editing in Photo

I need help with a picture where my hair got a bit wild due to the wind. It needs to be tidied up and smoothed out to look very natural. My one pigtail not covering my back but covering the lines of my neck to not look harsh . Take away the fly away hairs and clean it up.
