Gritty Blue Tone Filter Creation

I'm looking for a skilled Photoshop and Final Cut Pro 11 expert to create a filter layer (or layers) that can be applied to our job site photos. The goal is to achieve a gritty/moody look with a blue tone, similar to this reference: http://bit.ly/4etuG7x.

Key Requirements:
- Must work seamlessly in both Photoshop and Final Cut Pro
- Ability to enhance shadows and contrasts
- Overall color grading adjustments
- Adding a blue color tint

Ideal Skills and Experience:

- Strong understanding of color grading and photo/video editing
- Experience with creating and applying filters
- Ability to replicate specific styles and moods
