Graphic Editor Needed for Document Modification

Hello the community, I am looking for a skilled graphic editor to modify text fields on a scanned document. The final version must look 100% identical to the original in quality, layout, background, fonts, and details. Must be high-resolution and scan-proof. You gonna have 8 Fields to edit.

Deliverables:
- JPG and PDF
- Editable file (PSD) preferred
