Fish Picture Enhancement

I have a fish picture that needs some enhancement. Specifically, I need the details sharpened so the image is clearer and more defined. In addition to this, there are some blood puddles in the image that need to be changed to water. These puddles should be altered to look the same as the other puddles in the image.
The ideal freelancer for this project should have a strong background in photo editing and enhancement, particularly with sharpening details.
