Expert Graphic Designer Require for Ongoing Photo Editing / Retouching Work

We have an urgent requirement now. We are a reputed Company based in IND, and I am the Hiring Manager. We are new to this Freelancer.com, but we are already a very reputed Client on Elance/Upwork. Right now we just want to expand our team a bit.
We need of 1-2 Expert Graphic Designer(s) for our ongoing long term campaigns. Assignments will vary time to time basis, and we will fix a budget before assigning any project to you. Basic level of work only. Work will come in Batches -- there will be more or less 10 images in a single batch. We mostly work on portraits and what our requirement is to bring more life into the photos with skin color retouching, background color changing to basically make them look beautiful after elimating the flaws. We need both edited image file and source file (psd).
Payment will be $1 per 5 such image editing/retouching. Freshers are also welcome to place bids here to start their career on a high note, but need to be well versed in Graphic Designing. We are looking for long term association and for that we need quality work. Only capable serious persons are welcome here.
But we have certain strict rules to abide by so those who follow those strictly can only be hired, unless not.
1. All communication will be done via Freelancer only.
2. Will pay via Freelancer only and the payment will be only after successful completion and approval of the each assignment/batch. Our QC Team will review and approve your work.
3. There won't be any Milestone at all to start with -- have to execute a small SAMPLE PROJECT for us. If the quality of SAMPLE remains fine, we will AWARD you & assign the task.
4. We are a reputed Client, just new to this site, so don't need to prove anything about our authenticity - if you don't feel comfortable at our terms simply don't place your bid here.
Serious persons will be hired for long term collaboration as we have BIG Clientele to serve for.
