Create .svg from raster image

I am looking for a talented freelancer to help me turn a png image into a .svg file for print use. The image should have some basic enhancements for brightness and contrast but I don't need any specific modifications or enhancements. I would like the .svg file to be optimized for best quality when used for printing.
