Create a editable file from scanned image

I am looking for a freelancer who can create an editable file from a scanned JPEG image. The ideal candidate should have experience working with JPEG files and be proficient in Corel Draw, Photoshop (PSD), and PDF formats.

Requirements:
- Convert a scanned JPEG image into an editable file
- Pay extra attention to text, arrows, and every minute detail in the image
- Ensure that the editable file is compatible with Corel Draw, Photoshop (PSD), PDF formats and ShreeLipi 7

Skills and Experience:
- Proficiency in working with JPEG files
- Expertise in High Resolution Corel Draw, Photoshop (PSD), Vector files, and PDF formats
- Attention to detail and ability to accurately convert all elements from the image into the editable file
- Marathi Typing with ShreeLipi 7 is a must

Original High Resolution Clear Image will be shared after project Allotment & You will have no rights to any material shared with you and delivered by you, everything will strictly belong to me and you will delete everything once project is completed and delivered.
