Create Smart Objects in PS using Existing Vector Object

My project is to use an existing vector object to create smart objects in Photoshop. The purpose of creating these smart objects is to be able to create reusable design elements that can be used over and over again. My supplied vector graphic will be saved in any format needed. I need someone with a creative eye and advanced experience with Photoshop to generate the smart object designs quickly and accurately. Other skills such as InDesign, Illustrator, and basic image editing would be very beneficial. The delivered product should be well-done and up-to-date with the latest trends and techniques. Please include sample work or demonstrate your understanding and experience with the task prior to being hired.
