Comprehensive Image Editing

I need an uploaded image to be edited with several changes.
Full brief released on appointment, summary as follows:

General Adjustments:
- Create a new tone of atmoshpere to the image, one of a relaxed, symbiotic nature beteen car and pedestrian.

Foreground Change:
- Add new images and change materiality of pavements, add more sidewalks

Object Changes:
- Remove and/or add certain objects such as more people, cars, vegetation, etc.

Ideal Skills and Experience:
- Proficient in photo editing software (e.g., Photoshop)
- Strong eye for color and detail
- Experience with foreground manipulation
- Ability to add/remove objects seamlessly
