Separate Image Layers

I need assistance with a JPEG image that has multiple layers. Currently, I cannot view some images within the layers, and I need those layers separated so I can see the hidden elements. i beleive photoshop ot adobe xmp was used to make this picture.

Requirements:
- Convert or separate the layers of a JPEG image
- Provide access to view hidden elements
