I need an Artwork editor -- 2

I have a bit of a different project and was wondering if anyone could help me out?
I am a Fine Artist and have abstract collages which I have scanned into my computer and want to remove any dust and glue texture from the surface of them. In addition, the most significant thing is the colour. 'Some' of the colours were originally neon, this has left a couple of images with a mottled effect as the paper has begun to loose its pigment and I want to get a solid colour again without loosing the paper texture. Apart from this, obviously neon does not translate to computer (which is fine) so the neon yellows are just yellow and so forth but what I really want to do is colour balance the images and make it so that the images are still vibrant and that the colours on the screen translate to printer. I realise it's quite a different project but if anyone could help me out with any of this or point me in the right direction it would be so very appreciated!

p.s. please find some low quality examples. I have just over 20 images that need work but if I find the right person there will be up to 300 pieces to work on.
