Sharpen A4 JPEG Printout

I have several documents saved only as JPEGs, and every time I send them to the printer the result looks blurred and muddy. What I need is a clean, crisp file that feels like it came straight from the original master copy when printed on standard A4 paper.
The job involves taking each JPEG, removing the fuzziness, bringing back definition in both the text and the images, and delivering a press-ready version (PDF or high-resolution TIFF/PNG is fine) that will hold up on a regular office printer as well as a professional press. The text must read razor-sharp, the graphics should regain their contrast and detail, and nothing in the layout should shift.
Once you finish, I’ll do a test print; if everything looks like a direct photocopy of an untouched original—no pixelation, no haloing around letters, no washed-out pictures—the job is complete. Please keep the colour profile and overall dimensions strictly at A4 so it drops straight into my print queue without further tweaks.
