Devour license plate image from iPhone

I was hit by a Ceva Logistics contracted driver and the driver took off after backing his truck into my car and not caring if I was hurt. When I tried to get his license plate the picture came out blurry and it was too late to take another one. I need this information for my police report. Please help.

with phone apps I was able to make out at least the last 2-3 digits it’s the first part of the plate that’s hard to read so I think with better software someone will be able to read the plate in no time
