Seeking a freelancer fluent in French and English to make a phone call

Seeking a freelancer who is fluent in both French and English to make a phone call to the Roubaix Municipal Archives located in Roubaix France on my behalf. This is a small archive which often works three hours a day and I notice that they do not check their emails. I am halfway around the world, and I do not speak French, and I sent them two emails over the last week requesting a document from them which I haven't gotten any response back as of yet. I called them myself yesterday and the person who answered could not understand me because I speak English and they speak French. I just want them to check their email address and ask them respond to me in writing please. Thank you.
