Follow up / Intimation calls to colleges in India

We are looking for freelancers with strong communication skills in both English and the local language. The freelancers must make a follow-up call to colleges (HODs / Principals / Placement officers, etc.) to remind them of an email that was sent to them and to prompt them to respond to it. The email we sent piqued the college administration's interest, and we anticipate a 90% response rate. Many of the emails we sent to the colleges may have ended up in their spam folders or went unnoticed, prompting this follow-up call.
