Upgrade Perl Shipping Software to REST

I'm seeking a professional to upgrade our shipping software from SOAP to REST API for FEDEX Web Services. The software is currently written in Perl and handles various functionalities like tracking shipments, label generation, shipping, and address validation.

Software running environment:
The shipping software is running on a Linux server, and works with other two software:
(1) Fishbowl Inventory(https://www.fishbowlinventory.com/).
(2) An internal software that handles all products information.
Both these two software are mysql based, so the way of communication between the shipping software and these two software are purely through mysql database operation.

Your responsibilities will include:
- Understanding the current SOAP API integration and the corresponding Perl code
- Upgrading the software to use the REST API
- Ensuring all existing functionalities are preserved and work seamlessly including:
1.API Authoriztion
2.Address Validation
3.Rates and Transit Times
4.Ship
5.Track
6.Trade Documents Upload

Ideal candidates will have:
- Strong Perl programming skills
- Extensive experience with FEDEX Web Services
- Proficiency in working with both SOAP and REST APIs
- Excellent understanding of shipping software functionalities
- Ability to work with provided documentation and code
