Install Net::Curl on Strawberry Perl (Windows)

I need to install the Net::Curl library on a Windows 10 computer running Strawberry Perl. When you try to install it via CPAN, it says it can't find libcurl. I did figure out how to install & get the makefile.pl to recognize libcurl, but it then fails on the actual makefile with a bunch of syntax error type messages, so it probably didn't really get past the first step properly... Task is to get Net::Curl installed and working on Windows and provide the instructions necessary to do so.
