FvwmTabs in user directory ~/.fvwm/modules

I run FVWM3, and I’d like a clean, self-contained FvwmTabs module that lives under ~/.fvwm/modules and can be loaded from my config with Module FvwmTabs. The config Startfunction includes "ModulePath ${HOME}/.fvwm/modules:+". The ModulePath works well for running modules in a user directory.
FvwmTabs is using Tk.pm, which was removed in fvwm 1.0.3. The aim is not to use a symlink from root to ~/.fvwm/modules/Tk.pm, but to remove the symlink approach and instead use a locally installed Perl Tk module (via system package or local::lib), so FvwmTabs loads Tk.pm from Perl’s standard library paths.
Deliverables
• FvwmTabs ready to drop into ~/.fvwm/modules without making changes in root directories by the user.
• Including required files that have the directory path: ${HOME}/.fvwm/modules.
Acceptance
The script should start via Module FvwmTabs without errors, manage the required Tk.pm, as well as the ConfigFvwmTabs and FvwmTabs-DefaultSetup config files located in ~/.fvwm/modules.
