Fix Problem with XForm/Perl Script

Something changed recently to break the Perl script that enables my XForms to open StratML files from URLs. See https://stratml.us/forms/Part1Form.xml & https://stratml.us/forms/Part2Form.xml & the Edit links at https://stratml.us/carmel/catalogsitemap.html I'd like to get them working again.
