Create a script to create a topic on foswiki based on sql answere

I need a script that creates a new topic, if the topic does not exist, otherwise update the page accordingly, in fosiwki. A table of the new topic needs to be filled out based on the postgressql response. Please specify how you are planning to do it and what access you need.
