PDF file Conversion/Typesetting

I am looking for someone to convert/typeset a scanned PDF document to make it more accessible. It is very important that all layout and formatting is exactly as the original document. The PDF file will need to be accessible for various purposes such as printing, web use, and accessibility needs. Although I have some specific layout preferences, the main priority is accuracy of the original document after the conversion/typesetting.
