PDF Search and extraction Application needed

I am in need of someone who can create a program that will allow me to upload a PDF (either via drag and drop or opening through the software) and automatically search the pages of the PDF for a list of key words. Pages that contain the list of keywords will be saved into a new PDF while the pages that do not contain the keywords will be removed. Some pages will have duplicate information, so the program will need to be able to identify the duplicate variation and remove it.

-Keywords should be able to be added
-Some keywords will need the option to be highlighted in the newly created document
-Keywords will need to be able to be grouped
-Groups will need to be added or deleted, and have keywords added or deleted from them
-a new "cover letter" added to the document showing a tally of what was saved in the new document (1 Group A, 2 Group B, etc)

Ideally the program will do the following:

1. Upload a PDF
2. Search the PDF for keywords
3. Remove pages without keywords and duplicates
4. Highlight select keywords
5. Group Pages together (Group A pages in series, then group B, etc)
6. Generate Cover Sheet
7. Save new PDF and offer to print
