PDF to Editable, Formatted ALL Conversion

I'm in need of a specialist proficient in file conversions. I have a PDF document that I require to be transitioned to a Word document. Here's what I'm looking for:
- The conversion must preserve the PDF's original formatting. This means proper alignment, indentation, and fonts in the Word document must mirror those in the PDF.
- The Word document shouldn't be locked. I should be able to make edits to the entire document as I please after conversion.
