PDF Cleanup and Conversion to Google Docs

I have a PDF containing forms that needs to be cleaned up and made easily editable. The PDF has some formatting inconsistencies that need to be addressed. Once the formatting is fixed, I would like the PDF to be converted to a Google Docs file for easy editing.
