Need someone who can make my JPEG into PDF

I'm looking for someone who can convert a JPEG file into a PDF format. I'm not sure if I need the PDF to be interactive or not, so I'm open to advice there. I do need the page size to be specific, though, so the person working on this must have experience in getting the right measurements.
