Make large Adobe .pdf document a manual / book with Notebook / Navigation tabs

We have a 100+ page MS Word document with 30 chapters that is a safety manual. We convert it to Adobe .pdf and distribute it to employees. I want the electronic version to have Notebook / Navigation tabs or chapter access so you can go directly to a specific section. Document needs to be easily updated as chapter content changes and we would like to be able to do the updates ourselves
