I need a small, reliable PDF-editing application whose core strength is image manipulation. My priority is being able to open a PDF— even when it is password-protected or otherwise locked— and freely work with the images inside it. Typical actions will include replacing, moving, cropping, or resizing graphics, but the single most important requirement is that these changes are possible on protected files without losing quality on save.
While images come first, I also want the basic ability to modify existing text blocks; no need for adding or deleting text, just straightforward edits to what is already there.
Please build the tool in whatever language or framework you feel delivers the best mix of speed and portability. A clean, intuitive UI is a plus, but stability when handling large PDFs matters more.
