roof mounted Remote control pan/tilt spotlight

Need circuitry designed (PCB Design) for remote control, pan tilt spotlight, two boards in total, one is a remote control that has a joystick that drives the two motors, is rechargeable and runs off of a 18650 battery, and is able to turn the light on and off, the second board is for the body of the light, mounted on a roof, this board runs off of a cars 12 volt system, and just uses alligator clips onto the cars battery, the light being used is around 2 kg, however, motors need capability to move about 3 kg, the x axis, pan motor spins 360 degrees and uses a slip ring for the tilt motor to get power, and the tilt motor is less than 180 degrees.
