PV engineer to diagram circuitry for solar device project in CAD or other schematic

I am an sole proprietor who needs a basic circuit design for a project. The outdoor device, activates at night under the same principal as a solar garden light coming on at dark. Similarly, this solar device relies on rechargeable AA or other batteries for operation. The device that connects to this power source, requires 4.5 volts to function. The connected device, should operate for at least 3 hours and longer if possible off of the rechargeable batteries. Prefer 2 AA batteries with boost converter, instead of 3 batteries, if it is more cost effective to do so. I prefer someone who is experienced in photovoltaic fundementals.
