design a PCB for IP finder

I am seeking a medium-sized PCB (2-4 inches) for an IP Finder application. I have specific requirements for the design and the intended application is Industrial Control. I am seeking an experienced designer who can create a high-quality PCB with the necessary components for this project. The PCB should be able to accurately and reliably signal its current IP address to the end-user device. Additionally, the PCB should meet special industrial design considerations such as high tolerance, speed and high durability. I need somebody to design and create the PCB with these industrial considerations in mind.
