Small PCB Bit Counter & Data Release Mechanism

This project is to develop a small 15mm X 15mm PCB with very low cost of goods.
Input will be data at 800Kbps. This board will need to count the high bits up to a predefined, pre-programmable number (eg 240). Once the number of bits have been met, the data is allowed to continue down the line.
The counter will reset when the data line goes low for 50uS.
