3 Phase Sequence Monitor

I am looking for a freelancer who can help me develop a 3 Phase Sequence Monitor for my system. The ideal candidate should have experience in electrical engineering and be familiar with microcontrollers and relay control systems.

A low cost Microchip microcontroler shall be used. The power for the microcotroller, relay and interface circuit should be obtained from the 3 phase mains with a linear impedance converter (i.e. not switching.)

Function description: After 3phase mains is applied, the circuit should start the detection. The power led should indicate that the microcontroller is working and performing the sequence detection. The output relay and the
"Phase Ok" led should be synchronized ( using the same microcontroller pin is Ok.)

Scope: Provide firmware, Altium project including schematic, PCB and BOM with specific part numbers (i.e. not generic.)

Mains Rating: The system operates at 415V@50Hz and 220V@60Hz.
Max system current: 25mA.
Digital Output: Slave mode Isolated I2C. Two variables should be exposed 1)Phase Ok; 2) Detected frequency
Control Output: Relay output rated 24V @ 1A.
Led Indicators: Power, Phase Ok.
Accuracy: Pase 1(B); Phase 2: 120° ±1%; Phase 3: 240° ±1%: Frequency 50Hz ±0.5% or 60Hz ±0.5%
Maximum delay: Startup 250mS; Phase error detection 1cycle; Phase recovery 1 cycle.
Board size: 20 cm^2
Preferred programming language: C
