PCB Design for 12VDC Pump

I am seeking a skilled circuit designer with PCB design experience for a pair of 12VDC pumps. This circuit should be designed with a timer-based control system for automatic activation plus an option for manual activation (via an external momentary switch) if the automatic system fails.
The standard user interface will be via a phone app (no display is included other than an RGB LED whioch needs to include programming to indicate status/fault conditions). A voice-capable interface needs to be included in the chipset selected.
Key Requirements:
- Design a PCB for operating a pair of 12VDC pumps which detects pump faults and allows a single pump to continue in service if the other pump fails.
- Include both manual and automatic activation options, including a separate sanitation cycle using different parameters.
- Implement a timer-based control system for automatic activation with flow sensor deactivation when fluid is no longer present. This requires a 5-second delay upon activation before enabling the flow sensor (to allow self-priming).
- Integrate a programmable timer for control so users can set the interval between activations.
-Provide a simple phone app enabling users to activate the pumps directly, select the interval between automatic activations, initiate a cleaning/sanitation cycle (1 minute ON), enable voice control.
