PCB Design for Electric Fence Monitoring

I'm seeking an experienced PCB designer to create a monitoring board for an electric fence voltmeter. The PCB will be housed in a weatherproof outdoor enclosure and is primarily designed for agricultural purposes.
Key Requirements:
- Design a PCB that can monitor electric fence voltage ranging from 0-20kV, interfacing with a Raspberry Pi and MCP3008 ADC.
- Include a voltage divider (40MΩ, 10kΩ) and Zener diode protection for safety.
- Integrate a relay/LED driver for operational control.
- Ensure proper isolation and terminals for robustness.
User Interaction:
- The PCB will feature LED indicators for user interaction.
Ideal Skills and Experience:
- Extensive experience in PCB design, particularly for outdoor and agricultural use.
