PCB / Complete device - Ultrasonic device to measure liquid quantity in a tank with BLE

Hello. I need a PCB designed / fully functional ultrasonic device to measure the quantity of a liquid in a tank. The total tank size can be any size up to 100 liters.
The device will need to calculate the total amount of liquid in the tank and give output in liters, upto 1 decimal place (example, 10.2 liters, 5.7 liters, 1 liter, etc). The output needs to be sent via BLE to a customized destination that can be configured.
Below are list of items that should be configurable
- BLE passkey
- Device name / identifier
- Remote destination
- Frequency of measuring the liquid level and sending to remote destination
The device design / form-factor should ideally be between 5 - 8 cms diameter. It should also have provision for hook / case / frame so it can be attached either above the tank or below the tank, depending on the requirement.
The measurement output should be the same whether the device is attached above or below the tank.
Ideal device final production cost should not be more than Rs. 1500 - 2000.
