Hardware engineer to develop card magnetic stripe readers

We are developing an app similar to Square payments but locally for our domestic in-country use.
Hence, we are looking for a hardware engineer that can design, develop and manufacture at low cost a card magnetic strip reader attachment like the one used by Square (https://squareup.com/shop/hardware/us/en/products/magstripe-reader).
We will appreciate a low-cost production. The one sold by Square is for $10. We would like something similar in pricing.
