Electronic Designer and PCB Layout Designer

I'm looking for an Electric Circuit Designer and PCB Layout Designer to design a PCB circuit for a solenoid control circuit.
The purpose of the circuit is to reduce the power consupmtion of a solenoid when is active controlling the supply voltage to the solenoid. Firstly the circuit must apply 100% Voltage and later on (with an specific time) reduce the output voltage (input to the solenoid) to 25%-50% Vin.
Attached is an example circuit that has to be replicated.
