Electrical Engineering - PCB Design

I'm looking for a PCB designer to develop a prototype board for a test fixture environment. The designer must be able to produce an output file suitable for the production of the development board. The ability to interact with design engineers and understand the electrical characteristics of electronic circuits is a must.
