ELM327 + GPS + GSM

I need someone to build a PCB for GPS + GSM. The PCB will integrate an existing ELM327 device with a GPS + GSM PCB. The goal is to ensure data from the ELM327 (OBD data) combined with the GPS data is coming over the GSM / GPRS network.
PLEASE ENSURE THIS PROJECT AND COMPONENTS ARE WITHIN THE BUDGET AS DESCRIBED BELOW.
I would prefer if you can integrate an existing PCB with the ELM327. Attached is a PCB that already contains the below components.
- Fibocom G500 GSM
- NEO-6M GPS
- L76K GNSS (OPTIONAL GNSS module)
