Designing PCB for controlling motor (PWM) via bluetooth

For a new product line we are looking for a freelancer who has experience in designing PCB with the following requirements:
PCB as small as possible, smd
source voltage 10-30V (~3A)
Bluetooth
RTC (filterlife counter)
1x IN read sensor (filter present yes/no)
1x IN source voltage monitoring (mV)
1x IN motor power monitoring (mA)
1x OUT PWM (up to 3A)
4x OUT Status led
- power OK
- paired OK
- filter OK
- motor OK
the PIC must be defined by the freelancer as well as the circuit keeping in mind the price of components. can be microchip or other. Software programming is not needed, just the hardware design
