Design a PCB board for a Valve Controller

We need a 24V PCB Designed to complete the following.
1. Full Tank Diverter
- Tank Full Close Valve
- Power Outage Close Valve
2. First Flush Device
- No Rain (sensor not sensing rain) = Valve Close
- Raining (sensor sensing rain) = Wait 3mins and open valve
- Tank Full Close
- Power Outage Close Valve
the unit needs to charge batteries and shut valve if battery fails
240V mains power supply.
