Custom pcb design

I need a pcb that will take In a 5v 3 amp power line and push out a 5v 3amp power line and cycle the power off for 1 minute every 24 hours. This will help when our code locks up so we don’t have to have techs go out to locations and do hard resets on the system we would prefer to it to just power cycle one time per day around 3 am if possible.
