Custom Raspberry Pi board with Embedded PLC

Please see RFQ doc for more detail. I'm looking for help with a design for a dual-NIC SBC (either Raspberry Pi or Azure Sphere board)that integrates the Velocio.net eAce7096 embedded PLC (https://velocio.net/eAceDatasheet.pdf) into the board design. One of the RS232 connections from the Velocio would need to be exposed to the SBC through the Linux OS. The IO connections to the Velocio would need detachable Phoenix-style connectors for the user to wire their own discreet and analog IO to the board.
