Consumer Electronics Circuit Design

I'm seeking an expert in circuit design for consumer electronics. Very simple design with two LEDs
when one LED is on the other will turn off. Very simple. Need schematic and BOM. NO pcb layout or gerber files needed. Please look at attached PDF before messaging me.
