Basic PCB Design from Drawings

I am in need of an electronics specialist to generate PCB Gerber and Bill of Materials (BOM) from the given drawings and pictures. This PCB design is of a basic level with just a few components. My project has specific requirements for the electronic components used, details of which will be shared upon project commencement. I know something about electronics, but not that much, so feel free to suggest things.

Key requirements:

- Expertise in PCB design
- Knowledge of PCB Gerber and BOM formation
- Detailed understanding of specific electronic components

This board basically have:
- One shift register - 74HC595
- 8 LEDs (3 mm)
- 8 resistors (220 OHM)
- 8 Darlington transistors - TIP120 NPN
It is very likely that we'll have two use both sides of the PCB.

I want to control linear solenoids (not present in the board, but terminal connectors to them will be needed), and each board will control 8 of them. I will use two boards or more, to control about 88 solenoids. So, the board must have some lateral connections, in order to me to be able to connect them side by side.

Note that there are some different shift register connections, some of them to the 5v source, some to ground, and some between themselves. Note, also that two of them must have something for me to put the serial communication from the microcontroler.

The final output should be ready to be sent to JLCPCB. Your understanding of standard components and ability to work from visual material will be essential to this project. I also would like you to record a video uploading the files to JLCPCB, in order for me to do the same here. Please bid if you can fulfil these requirements.
